
Terri Morse
Essex County Mental Health - SCN Council Chair
Terri Morse, LMHC, CASAC-Master serves as the Director of Essex County Mental Health (ECMH) and the Director of Community Services. She has been a Licensed Mental Health Counselor and Certified Addiction and Substance Abuse Counselor since 2008 and was promoted to Director in 2017. During her tenure with ECMH, she served as a Senior Psychiatric Supervisor and oversaw the Assisted Outpatient Treatment Program, was a liaison with Essex County Diversion Courts, and provided mental health services at Essex County Correctional Facility. Essex County has also established a System of Care that they call BRIEF – Building Resilience in Essex Families. This is a cross-systems coalition with over 75 different members. The BRIEF Coalition’s vision is that “All families and all residents in Essex County will reach their full potential and achieve wellness.”
Terri participates in various Boards throughout the region through her role as Director of Community Services – Adirondack Roots (HUD Housing), Franklin Essex Housing Coalition (affiliated with NYS CARES for homeless housing), University of Vermont Medical – Elizabethtown Community Hospital, and Essex County Department of Health Public Health Advisory Council. Through the NYS Conference of Local Mental Hygiene Directors, she serves on their Board, was the Chair of the Local Government Units with Clinics committee and chairs the Local Government Units with Clinics Billing Meetings. She is actively involved in the Schroon Lake community, has been a member of the Schroon Lake Lions Club since 1995, and is actively involved in leadership roles within the Schroon Lake Community Church.
In December 1999, Terri graduated from SUNY Plattsburgh with a Bachelor of Arts in Mathematics. She continued her education, receiving a Master of Arts in Liberal Studies/Administration and Leadership from SUNY Plattsburgh in 2000 and a Master of Arts in Clinical Mental Health Counseling from Union Institute and University, Vermont College, in 2008. She’s been married to her husband, Jim, since 1989 and has two bonus-children, grandchildren and great-grandchildren. She was born in Freeport, Illinois and made her way to the Northeast in 1986. She enjoys swimming, cross-fit workouts, reading, biking, traveling and learning.
